Claypool Exit Puts More Planes in Holding Patterns

It has been the most difficult decision of my life, but I have decided not to be a candidate again for Cook County board president. Nor will I be a candidate for a third term on the board.

My June 30 fundraiser at Hop Haus, my first since the 2006 primary, is cancelled and I will be returning all checks (or in the case of credit cards, ensuring there is no debit to your account).

I am so grateful to you for your support, your encouragement and your friendship during the last two campaigns and my nearly seven years of service. It means so much to me, and made the decision so much harder.

In January, I joined my longtime friend, Care Pages founder Eric Langshur, in founding a new company, Rise Health. In the ensuing six months we have developed a mixture of services and technology which we believe can improve access, lower costs and improve quality in health care.

President Obama is poised to finally pass national health care reform. But to achieve the goal of universal access, quality and affordability, it will take both government reform and private sector innovation. I have come to believe so much in the potential of our ideas that I have chosen to remain in my role as chief operating officer, and begin a new and challenging journey to help improve our national health care system.

Many of you know that I first ran for the board presidency largely because of the dysfunction in the Health Bureau, which not only robbed taxpayers but effectively rationed care to the neediest and most vulnerable in our society. I wrote a detailed plan to improve access to preventive and primary care and restructure the system.

Because of the administration's gross incompetence and neglect, the Health Bureau is now under the jurisdiction of an independent board. The independent board recently hired a CEO, who is beginning to make systemic changes. The jury is out, but we all hope for its success.

I hope that all of you who supported me will stay involved, and support candidates willing to challenge the old ways.

Thank you again for having given me the opportunity to    serve. I will be eternally grateful.

The twist, for those of us up north here, is that Larry Suffredin is now forming an exploratory committee for Cook County Board prez. And because of the new law change, you can't run for prez and commish. So if Larry runs, the 13th is an open seat. As will be, now, Forrest's slot.

The next President of the Board, one hopes, will be Cookie-Jar-Watcher-in-Chief.

Bob raises an important point. If you had said a year ago that by 2011, Quigley, Claypool, and Suffredin would all be off the Board, most would (a) be shocked and (b) regard it as a blow to the forces of reform.

Although many/most on this site supported Kimberly Walz to replace Quigley, Bridget Gainer does impress on many counts. She gave a good presentation to the 49th Ward the other day, and presents as both knowledgeable and earnest about good government. The question for most progressives is the Daley connection.

It's not impossible, but it's somewhat late in the game to ramp up a race for a commissioner's seat, and one hopes Forrest had at least tipped off some good guys in advance. Without doing any research, I think a county board has the population, roughly, of between 3 and four state rep districts. It's rough to run without the backing of at least one ward or township organization. I know, I've done it.

If Larry Suffredin is going to run for president, for similar reasons he owes it to his district, and the citizens of the County, to let people know ASAP, so that a credible reform candidacy can organize. It's a tough decision to make in a hurry, but that's the facts.

i would expect suffredin to run for re-election while running for board president.  i believe that's the tradition.

secondly, we need to understand that county board races are really far cheaper than ilga races -- at least by half.  much easier to get into the game late when you have less money to raise.

finally, everybody is going to be making decisions later this cycle.  the presidential campaign really exhausted many people in the state and the blagojevich impeachment and lisa decision had really paralyzed the whole process.

personally, i don't see suffredin having much of a chance, given the results of his campaign for state's attorney.  as much as he'd like to move up, he has yet to demonstrate much appeal outside of his evanston base.  claypool had the potential to unite the northside vote in a stroger-preckwinkle-claypool race.  i don't see that for suffredin...

You are both sort of right. For most offices you historically could not file/run for more than one. Which is why, for example, Jan had to choose between HR and Senate. An exception was the County Board, where you not only could run for both President and Commissioner, and hold both, but most did.

In part in reaction to the Stroger fiasco the law was recently changed to prevent running for both Commissioner and President of the Board. Russ Stewart covered this change, and its potential impact on the Pres race, last week in his column, noting

Forrest Claypool and Larry Suffredin, cannot run against Stroger in 2010 unless they abandon their seats

Of course, like most, Stewart did not see the Claypool withdraw coming.

Note that Stroger may not have yet signed the new law.

Bottom line is that if the law sticks, Larry Suffredin will have to choose. Then, if he chooses to run for Pres it opens up the 13th, but will do so relatively late in the election cycle, creating yet one more short-notice election. Despite the Tribune calling for much of the year for people to run against all the sales-tax + votes, it didn't look like anyone was going to challenge Suffredin, and no one I know of has been overtly gearing for that. But I can think of several who would be interested.

is Claypool's new company. People are beginning to realize that cutting healthcare costs is almost as important as achieving universal coverage, and improving helathcare delivery is the only way to do that. Claypool says he knows how to improve healthcare delivery.

A Goodsearch found the Rise Health web site, but they currently have only a banner talking about reinventing primary care and an e-mail address. I sent an e-mail asking for more information, but if anyone else has information on the company's plans I would appreciate hearing about it.

What is the impression of having Paul Vallas run as a Republican for this post?

My sense is that he will do very well in the suburban areas that are just fed up with the corruption of the city.

If he does medium well in the city it could change the dynamics altogether.  

What I don't know is the proportion of city to suburban votes in this race.

this makes it almost inevitable that a hispanic candidate jumps into the board president race.  hispanic voters have been lost in this discussion, and they shouldn't be.  both claypool and stroger fought hard in the hispanic community in 2006, but neither one of them will be there in 2010.  i've previously heard rumblings about possible hispanic candidates for board president, but i think this will really solidify one of them jumping in...

is looking at the race.  If he gets in the race I assume he'll be the Regular backed candidate, though he has shown some "Independent" streaks in his tenure at the Sheriff's office.

was well-liked as a congressman.  I think in the end it will come down to Stroger, Preckwinkle, and Dart -- although the possibility of a Hispanic pol getting into the race is interesting.

I was relying on the memory of a friend: clearly a mistake not to look it up myself.  He did serve in the ILL leg, looks like both house and senate.
